The Demise of the 28-Article Peace Initiative for Ukraine: Why Diplomatic Efforts Continue to Falter

Europe experienced widespread relief on Monday, as the tension caused by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been defused. A Washington representative spoke of "significant advancement" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.

The Pattern of Diplomacy and Destruction

The succession of conflicting incidents captured the harsh reality of the recent timeframe. By day, political struggles are conducted: hopeful statements are released from various governments. Immense energy is allocated on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "settlement".

Nocturnal Warfare

As Russia's attack progressed into the early hours of Tuesday, the immediate reality of Ukraine's vulnerability was laid bare. Ukraine is able to track rocket firings from enemy soil, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to engage hostile guided weapons roared overhead – modern combat jets delivered to Ukraine by European allies.

Shortly after, Kyiv's anti-aircraft weapons thundered: several firings fired to intercept a hostile projectile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch creates sudden vibrations, rattling buildings. The instant of fear quickly transforms into grim resignation: possibly the hostile projectile won't strike its target this time, sparing the city from ruin and another blackout.

Persistent Threats

Soon after, a large-caliber weapon opened up on a unmanned aircraft in the vicinity, part of a defensive team – most likely Western-made equipment. Regrettably, the projectiles didn't strike the hostile drone – it continued its flight toward its target.

With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, damage and infrastructure problems in many homes as a result of the nocturnal offensive. As typically, everyone still maintained normal activities – living the war. But those entire period encapsulated Ukraine's essential dependence on Western support – a need that regional partners are clearly incapable to fill in the near term.

Failed Diplomacy

The detailed framework from Washington sparked intense emotion, discussion and serious worry – and momentarily shifted focus from Ukraine's largest corruption scandal in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new initiative from American administration unfolds according to the identical sequence: a negotiation push against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They manage the tension but never actually secure success. This pattern will, certainly, endure.

Tactical Assessments

It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the entire situation. Washington operates on a premise familiar among international relations experts: you cannot win at the negotiating table what you have lost on the battlefield. The US administration believes that it is impossible to compel Moscow to relinquish the areas that it currently occupies in Ukraine's occupied territories.

The problem is that while accepting these circumstances, US leadership does nothing to discourage Russia, through statements or actions, from assuming that the current condition will not shift further in its advantage in the near future.

Conflicting Perspectives

Therefore, Russian leadership is confident that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is close to zero. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still endure, gradually sacrificing civilians and areas but preventing a entire defensive failure until situations evolve in its benefit.

Present Conditions

Factually, there are no actual prerequisites for a truce. Now, personal considerations are coming into play: personal goals to broker a ceasefire and achieve global acclaim, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to rally Ukrainians around the flag against any proposal Kyiv finds unworkable, so that their attention does not shift toward homefront challenges. And although their mission will now be significantly challenging after latest incidents, it remains very improbable that this will modify their basic position.

These conflicting dynamics are driving the talks.

Assessment and Future

It took a just a single week to terminate the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, pushback by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, latest revelations, all achieved their purpose.

While new proposals based on established approaches are imminent, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are rooted in Kremlin requirements and reflect particular unwillingness to alter the situation, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither external pressure nor military threats will be able to defeat them. In the meantime, Ukraine's capability to counter nocturnal attacks will, for the predictable period, mainly require ongoing international assistance.
